I am confused how UCLA is ranked several spots above Utah even though Utah gave them a beatdown 43-10. It can't be head to head competition and it's clearly not SOS (since Utah had a harder opponent in your rankings than UCLA did). This suggests that your algorithym is faulty. A primary consideration should be head to head. A secondary consideration should be strength of schedule. Other lesser considerations may include previous season (for first week only), rankings of players, home vs. away, coach's record, etc.
It's simply because it's very early and the first few weeks of the new season includes a lot of last year's scores. Both teams were 5-7 and you can't ignore last season results, otherwise you will get unreliable ratings. Gradually, say by Week 5, the rankings will only have this season's data. At that point, the rankings will begin to sort themselves out and start to make sense. In the NFL this happens much sooner, because the team are better connected.
